Trade Policy Analysis E-Learning Project in Egypt

CLDP has organized the E-learning project as part of the USAID Technical Assistance for Policy Reform II (TAPR II) project with the Egyptian Ministry of Trade & Industry (MTI). The development challenge articulated by MTI is the need for enhanced capacity to evaluate trade policy and conduct complex industry analysis. To meet this development challenge an e-learning program for the MTI intra-net has been developed that provides on-line \"how-to\" interactive guides modeled on US DOC's existing web-based e-learning system. This is a logical and innovative technology-based extension of the TAPR II projects currently underway. Benefits from this project include: - Bridging current gaps between knowledge and experience of staff in the MTI Trade Agreements Sector (TAS). - Providing a way to store information in one easily accessible place information is currently stored in a myriad of places on internal MTI/TAS computers. - Making the e-learning program readily available to all staff and easily updated and enhanced over time (trade policy manuals quickly become outdated and must be entirely re-written). - Providing a more interactive and "hands-on" training mechanism for trade policy by using real case studies and easily followed examples. - Providing systematic "how-to" guides used to conduct trade policy and industry analysis and ensure consistency and accuracy in policy recommendations made to senior decision makers within MTI. - Providing examples of complex trade policy questions and how to both approach these questions and work through and analyze problems in a systematic manner. - Enabling the sharing of best practices across units and from senior analysts to new hires. - Identifying critical tasks to be performed in order to ensure the use of accurate and consistent methodologies. - Establishing a permanent link between MTI and MAS/OTPA officials to consult and work on trade policy issues together long after the completion of this e-learning project.
