On March 26-28, in Manama, Bahrain, CLDP conducted two one-day legislative drafting programs for members of the Bahrain Council of Representatives and their professional staff.  Experts from CLDP and the U.S. House of Representatives Committee on House Administration discussed administrative regulation and ethics in parliamentary bodies, emphasizing the importance of transparency and accountability as legislative offices utilize official funds for administrative matters.  Participants were particularly interested in discerning the types of expenditures that are allowed and prohibited in the U.S. House of Representatives and drew parallels to the Bahraini legislative body.  MPs also discussed regulations prohibiting nepotism, which can be a challenge to regulate in Bahrain.  The Bahraini parliament started a project to draft ethics guidelines in 2015 and believes the draft is ready for parliamentary vote.
