CLDP held a successful three-day training on Best Practices in the Public Procurement Lifecycle with key public procurement officials from across the Government of the Commonwealth of Dominica. This program was built around the new Procurement Procedures Manual, developed by the CLDP and the Caribbean Development Bank, in close partnership with the Dominica Procurement Review Board. 

CLDP’s collaboration with the Government of Dominica began in 2024 with an assessment of infrastructure procurement processes. Since then, working alongside the World Bank, CDB, and the Ministry of Finance, we have supported the development of Standard Tendering Documents and the Procurement Procedures Manual that served as the foundation for this week’s training. 

The training allowed participants to explore practical step-by-step guidance covering the full public procurement lifecycle, from acquisition planning through contract administration for goods, services, and infrastructure projects.

Strong procurement systems are about more than compliance. They help strengthen transparency, promote fair competition, improve accountability, support sustainable economic development, and ensure that public resources deliver maximum value to citizens. 

The engagement, thoughtful questions, and commitment demonstrated by participants throughout the training reflect Dominica’s dedication to advancing public procurement excellence and strengthening good governance.
