Government Procurement in Ukraine and Combating Corruption

On June 29 - July 1, CLDP, in close cooperation with the Ukraine Ministry of Economic Development and Trade and the Center for International Private Enterprise (CIPE), hosted a national workshop on public procurement and corruption. With Ukraine's recent accession (May 2016) to the global Government Procurement Agreement (GPA) under the WTO, CLDP is assisting the Ukrainian public and private sectors to align the local laws with the GPA best standards, while working to minimize opportunities for corruption. Topics covered during the workshop included e-procurement, practical application of local and international laws/regulations, the new World Bank procurement framework, and the role of anti-corruption authorities, which was practically applied through a series of interactive case studies. The workshop was led by CLDP expert Justin Valetine from the World Bank in addition to a number of local public and private sector practitioners. The participants included members from the Ministry of Defense, Ministry of Economic Development and Trade, Accounting Chamber, in addition to a number of private sector lawyers and government authorities from over ten different regions throughout the Ukraine. At the conclusion of the workshop, the participants and experts assembled a list of next steps and recommendations to improve the regulations in line with the recently passed National Procurement Law (December 2015), simplify the procurement procedures in light of the recent GPA membership, and designing adequate criminal remedies for corruption.
