Inauguration of Habilus Case Management Software at the Luanda Provincial Court

CLDP formally launched the use of the Habilus court management software at the Palacio D. Ana Joaquina court building in Luanda, Angola on October 17. Angolan Justice Minister Manuel Aragao (with Vice Ministers Monteiro and Prata), Portuguese Justice Minister Costa, and U.S. Embassy Deputy Chief of Mission Francisco Fernandez all attended the ceremony, which was led by Chief Judge Augusto of the Luanda Provincial Court and attended by approximately 100 Provincial court and Angolan government officials, representatives of the U.S. and Portuguese governments, and members of the Angolan media. Following improvements in case management and judges selection, CLDP turned its attention to automation. At the request of the Angolan Ministry of Justice, in 2006 CLDP helped the Angolans realize the next step in judicial modernization: automation of case management. CLDP worked closely with the Portuguese Justice Ministry throughout 2006 to customize the case management software for use in Angola courts, install the computer network, and train key court officials in use of the software, all of which has culminated in the successful launch of an automated network at the Luanda Provincial Court in October 2006. As a result, nearly 30 court officials are currently using the automated system for routine case proceedings and the court has seen nearly a 50% increase in the speed at which cases are randomly distributed to judges. Additionally, court officials can now use the automated system to retrieve case information and make available court documents within minutes rather than hours. This represents an historic achievement in the modernization of the Angolan courts, further improving the efficiency and transparency of the Angolan court system.
