On December 8 and 9, CLDP will hosted a virtual workshop for officials from a variety of Moldova’s ministries involved in the creation of Sanitary and Phytosanitary (SPS) regulations. Moldova is interested in increasing transparency in the development of SPS measures, particularly so that interested parties such as Moldovan farmers and agrobusinesses can provide input as Moldova develops those SPS rules and regulations. The workshop will focused on Moldova’s request for assistance in increasing its notification of SPS measures to the World Trade Organization. CLDP along with experts from the U.S. Department of Agriculture Animal and Plant Health Inspection Service and from the U.S. Office of Management and Budget’s Office of Information and Regulatory Affairs discussed the U.S. approach to transparent and evidence-based rulemaking. Participants also heard from representatives from Moldova’s Ministry of Agriculture and Regional Development, National Food Safety Agency, and Ministry of Economy and Infrastructure regarding existing transparency procedures. The workshop provided an initial opportunity to develop recommendations for increasing transparency and stakeholder input in Moldova’s SPS rulemaking process.
