On February 22, CLDP, in cooperation with USAID Peru and the General Directorate for Supply of the Peruvian Ministry of Economy and Finance, held a virtual workshop on international best practices in designing and implementing an effective procurement lifecycle. A certified contracting officer from the U.S. Air Force presented an overview of the U.S. federal procurement system. Peru is currently developing a draft procurement law, which will increase the level of competition and regulate all phases of public procurement. The country’s current procurement lifecycle is characterized by restricted technical specifications and an emphasis on selecting low-priced proposals, which have created significant obstacles for U.S. and foreign companies seeking to participate in Peru’s tenders. An improved lifecycle that emphasizes market research, flexible technical specifications, and best-value evaluation criteria will attract more local and foreign businesses and build trust in Peru’s procurement system.
