Peru: CLDP Conducts Workshop on Procurement International Best Practices

On March 2, CLDP, in cooperation with USAID-Peru, conducted a virtual session for Peru’s General Directorate for Supply (DGA) within the Ministry of Economy and Finance on international standards and best practices in regulating procurement lifecycles and framework agreements within legislative frameworks. The workshop focused on recommendations from the United Nations Commission on International Trade Law Model Procurement Law and assessment tools, which incorporate best practices consistent with the U.S. Federal Acquisition Regulations. Peru’s current legal framework for procurement has significant gaps such as the lack of framework agreements and a low-price selection requirement, which undermine transparency, efficiency, and open competition. These gaps put U.S. and international companies at a disadvantage while also resulting in poor quality procurement outcomes. CLDP will follow up on this session in the coming weeks by convening a diverse group of experts to provide technical comments on the drafts developed by the DGA.
