The­­ U.S. Department of Commerce’s Commercial Law Development Program (CLDP) hosted a 2-day workshop on July 18 and 19 in collaboration with the U.S. Department of Interior’s Bureau of Ocean Energy Management (BOEM) to provide guidance to the Argentinian Ministry of Mines and Energy with the offshore leasing process. 3 experts from BOEM presented how their agency handles the bidding process of offshore gas and oil leasing in the United States. Additionally, 2 attorney advisors who specialize in oil and gas development in Latin America from Entra Consulting presented their findings regarding leasing projects in other Latin American countries. This was the second workshop in a series to provide an overview to the Argentinian Ministry of Mines and Energy of relevant topics such as structuring and developing an impartial bid procedure and implementing a plan for explaining the terms to the public/industry to build trust. This program is part of CLDP’s continued engagement with the Government of Argentina on sustainable oil and gas sector development which is funded by the the U.S. Department of State’s Bureau of Energy Resources (DOS/ENR) under its Energy Governance and Capacity Initiative (EGCI) for offshore sector cooperation.
