On April 27–28, CLDP, in coordination with the U.S. Departments of Treasury, State, and Energy, as well as CEISD Romania and the CELIS Institute, convened a regional workshop on investment screening in Ljubljana, Slovenia. Delegations from Albania, Armenia, Bulgaria, Croatia, Kosovo, Montenegro, Moldova, North Macedonia, Slovenia, Romania, and Ukraine engaged in substantive discussions on emerging trends and key challenges related to the development and implementation of robust investment screening regimes. The workshop was designed as an interactive dialogue among participating delegations, each of which presented its current “state of play” and identified next steps for developing, operationalizing, and strengthening its investment screening framework. Discussions highlighted that investment screening is an evolving process that must continuously adapt to shifting global and regional economic and security dynamics. The program directly advanced U.S. priorities by promoting transparent, rules-based investment environments that safeguard critical infrastructure, sensitive technologies, and supply chains from national security risks, while also supporting fair and predictable market conditions for trusted investors, including U.S. companies.
