On October 19, CLDP, in close cooperation with the Saudi Ministry of Justice (MOJ), conducted a webinar on drafting insolvency regulation for MOJ lawyers. Presenters from the U.S. Bankruptcy Court’s administrative staff and the Administrative Office of the U.S. Courts explained how the U.S. government drafts and adopts insolvency regulations. Presenters discussed methods of obtaining recommendations for regulation change, how to identify recommendations that should be acted upon, and the notice and comment process of providing the public an opportunity to comment on proposed regulations. In recent years, the Government of Saudi Arabia has worked with CLDP and the World Bank to implement a new insolvency regime that decriminalizes bankruptcy, provides restructuring mechanisms to protect companies from dissolution, and improves return on investment for U.S. and Saudi investors.
