Tunisia: Strengthening Risk Assessment and Post Clearance Audit

Modern customs administrations rely on risk management and post-clearance audit (PCA) systems to facilitate legitimate trade while ensuring effective enforcement and revenue collection.

From May 18–22, CLDP partnered with the Tunisian Customs Directorate to deliver a comprehensive program on customs risk management and post-clearance audit. The program brought together customs officials and representatives from the Ministry of Trade to explore international best practices in risk-based controls, targeting methodologies, data analytics, and audit techniques that support more efficient and secure trade.

Experts from U.S. Customs and Border Protection (CBP), the U.S. Department of Commerce's Trade Agreements and Compliance (TANC), and Parapet Advisors shared practical approaches to strengthening customs oversight while reducing unnecessary burdens on compliant traders. Participants also examined opportunities to improve interagency coordination, leverage technology and data, and enhance post-clearance controls as part of Tunisia’s broader customs modernization efforts.

The program included a field visit to the Port of Radès, providing participants with an opportunity to discuss operational challenges and identify solutions to facilitate trade, improve compliance, and strengthen supply chain security.

By advancing risk-based customs practices and building institutional capacity, Tunisia is taking important steps toward a more efficient, transparent, and secure trade environment. These reforms help create more predictable market conditions for U.S. exporters, reduce trade barriers, and support American businesses seeking to compete in international markets—advancing both Tunisia’s economic development and U.S. economic interests abroad.
