From April 13–17, CLDP, in collaboration with the Ministry of Economy's Public Procurement Department and SI Professional Procurement, conducted a two-day program in support of market-focused reforms to Ukraine’s public procurement system. The two-day program focused on the inclusion of value-based or "non-price" criteria (NPC) in Ukrainian procurements, complex procurements, localization and preference issues, and emergency procurement practices. NPC provide American firms additional bases to compete in Ukrainian government procurements, which are now largely dominated by lowest cost bidders, frequently Chinese competitors.
