In 2016 Ukraine acceded to the revised WTO Agreement on Government Procurement (WTO GPA). Although substantial reforms have been implemented in a number of areas of public procurement, notably in the e-procurement sphere, significant challenges remain. 

The Antimonopoly Committee of Ukraine has a key role as an administrative body responsible for administrative resolution of government procurement disputes. However, a number of legislative, institutional and practical issues impede the efficient and effective discharge of this function by the committee. Thus, CLDP in collaboration with the Antimonopoly Committee of Ukraine and the Ukrainian judiciary implemented a workshop, focusing on the substantive and procedural issues of administrative and judicial resolution of government procurement disputes, including challenges to procurement awards.

CLDP brought in advisors to help Ukraine by sharing their practical experience in dealing with issues similar to the specific substantive and procedural issues identified by CLDP in communication with local interlocutors. This will result in improved trade and investment opportunities in Ukraine, given its accession to the WTO Agreement on Government Procurement (WTO GPA).
