CLDP held a training workshop for Omani Customs officials on the Customs Administration and Rules of Origin Chapters of the U.S.-Oman Free Trade Agreement (FTA) the first week of March in Muscat. On the first day of the workshop only 4 of the 25 participants had heard of the FTA, and by the last day participants were able to identify whether goods qualified for preferential treatment under the FTA under one of the three rules of origin tests, and understood their obligations in implementing the Customs Administration and Rules of Origin Chapters. As a direct result of the training in March, the Royal Oman Police are currently drafting regulations to implement an advanced rulings system and revising the Customs website to allow for e-filing and the creation of an on-line advanced ruling database.
