CLDP, in coordination with the respective Customs Administrations of Albania and Kosovo, will conduct a targeted technical program at the Port of Durrës focused on strengthening bilateral coordination and enhancing core customs functions. Given Kosovo’s use of a remote customs presence at the Port of Durrës, this program will convene frontline and operational officials from both administrations to exchange practical approaches on risk management, pre-arrival processing, and post-clearance audit (PCA). While the remote port arrangement has created important opportunities to facilitate trade, both administrations continue to face challenges related to coordination of procedures, information-sharing, risk alignment, and ensuring efficient clearance without compromising control. This engagement is therefore particularly timely, as both countries seek to move from co-location toward more integrated and interoperable operations. Through joint sessions, case studies, and on-site observations, the program will aim to harmonize workflows, improve data utilization, and strengthen audit-based controls. By fostering closer institutional cooperation and addressing existing operational gaps, the program seeks to enhance efficiency, revenue protection, and border security across this critical trade corridor.
