In coordination with U.S. Embassy Pristina, CLDP will host a workshop on investment screening in Kosovo. In September 2024, Kosovo enacted the Law on Sustainable Development, which establishes a national investment screening mechanism. CLDP, in close coordination with the U.S. interagency, provided detailed comments on the draft legislation prior to its adoption. Before the stop-work order, CLDP was supporting the Government of Kosovo in developing the secondary legislation required to operationalize the screening mechanism. Under the law, this implementing framework must be finalized within the prescribed statutory deadline this year. CLDP intends to resume this assistance by engaging the newly established interinstitutional working group on investment screening and convening subject-matter experts from across the U.S. interagency to provide targeted technical guidance during the workshop. By strengthening safeguards against malign influence and high-risk actors, the program supports regional stability and reinforces alignment with U.S. and EU security objectives. At the same time, a predictable and well-implemented screening mechanism promotes investor confidence, reduces regulatory uncertainty, and creates a level playing field for responsible U.S. companies seeking to invest and compete in Kosovo’s market.
