On February 2-3, CLDP, in cooperation with USAID Peru, launched its new programming with Peru’s Supervisory Entity for State Contracting (OSCE) to train procurement officials across several Peruvian government agencies, municipalities and hospitals as well as OSCE officials on designing and implementing an effective procurement lifecycle. Peru’s current lifecycle is characterized by restricted technical specifications and an emphasis on selecting low-priced proposals, which have created significant obstacles to U.S. and foreign country participation in tenders. The workshop included an overview international best practices from the OECD, UNCITRAL and the US federal procurement system with expertise from the Contract Law Division within OGC and the Air Force. An improved lifecycle that emphasizes market research, flexible technical specifications, and best-value evaluation criteria will attract local and foreign businesses and build trust in Peru’s procurement system. This is part of CLDP’s programming to build the capacity of the procurement workforce to obtain value for money and higher quality results in their procurements.
