On October 18, CLDP met with the General Directorate for Public Procurement (DGCP) to share best practices on the professionalization of the procurement workforce. CLDP experts provided an overview of the U.S. government’s professionalization practices, including a detailed description of the certification requirements for U.S. contracting officers and other relevant actors in the procurement system. DGCP plans to leverage CLDP’s input by creating a plan, in cooperation with Dominican universities, for the certification and professionalization of officials. Currently, Dominican contracting personnel suffer from an environment where there are significant incentives for corruption, constant turnover, and administrative functions that do not have education or training requirements.
