On May 24, CLDP, in collaboration with the Peruvian Ministry of Economy and Finance (MEF) and the Supervisory Body for Public Contracting (OSCE) held a workshop on best practices for incorporating value for money in public procurements with expertise from CLDP, the General Services Administration (GSA), and a former US senior procurement executive. The workshop discussed key concepts and tools needed to conduct procurements based on value for money criteria and provided practical exercises to apply the concepts to hypothetical procurement scenarios. The workshop was attended by participants from MEF, OSCE, and Peruvian government agencies including the Ministry of Agriculture, the Municipality of Lima, the Presidency of the Council of Ministers and Peru Compras, Peru’s centralized procurement agency. Peru’s current procurement lifecycle is characterized by restricted technical specifications and selecting low-priced proposals, which have created significant obstacles for U.S. and foreign companies seeking to participate in Peru’s tenders.
