Dominican Republic: CLDP Holds Seminar on Combatting Corruption in Procurement

CLDP, in collaboration with the Dominican Competition Council (ProCompetencia), held a seminar on combatting anticompetitive conduct in public procurement. The heads of ProCompetencia and the General Directorate for Public Contracting (DGCP) provided overviews of their agencies’ efforts in detecting and investigating collusive behavior in the bidding process. An expert from the Department of Justice’s Procurement Collusion Strikeforce, shared best practices and recent examples from the U.S. context of successfully investigating and prosecuting bid-rigging and other anticompetitive conduct. The expert discussed the importance of training procurement officials on detection mechanisms and strengthening data-sharing to improve prosecution outcomes. The seminar brought together 100 participants from 40 organizations including procurement officials and senior government leadership to learn about the risks of procurement collusion and the tools available through the DGCP and Procompetencia to report suspicious conduct.
