On June 29, CLDP, in cooperation with the Dominican Republic’s (DR) Competition Commission (Procompetencia) and the U.S. Department of Justice’s (DOJ) Antitrust Division, conducted a virtual workshop on best practices for detecting and investigating hub and spoke cartels in public procurement. These cartels are not coordinated through direct exchanges between the horizontal competitors, but through indirect exchanges via a vertically related supplier or retailer. Procompetencia requested a workshop focused specifically on hub and spoke cartels as it expands its procurement-related investigations and encounters increasingly complex and sophisticated vendor coordination. The workshop was organized as part of CLDP’s broader effort to increase transparency and competition in the DR’s public procurement system.
