On August 7, CLDP, in cooperation with the Dominican General Directorate for Public Contracting (DGCP), supported the launch of a new guidebook for government agencies on utilizing value for money principles in public procurement. Currently, Dominican government agencies face challenges procuring quality goods, services, and infrastructure projects due to the of use of low-price bid evaluation methods. Over the past year, CLDP has worked with the General Services Administration to share best practices with the DGCP on how governments can utilize value for money in every stage of the procurement process to optimize resources, promote transparency, and encourage innovation. The DGCP incorporated these best practices into a practical guidebook that explicitly allows for the use of non-price factors such as past performance, quality, and sustainability in government tenders, as well as performance-based contracting. The launch event served to further CLDP’s objective to help the Dominican government the improve transparency, efficiency, and sustainability of its procurement system.
