On April 28, CLDP, in coordination with USAID and the Dominican General Directorate for Public Contracting, organized a public event on the importance of framework agreements for improving the efficiency of national procurement systems. The session featured a U.S. procurement expert from the GSA, which centrally manages federal framework agreements in the U.S., the head of technical assistance from the United Nations Commission on International Trade Law, and speakers from Panama and Paraguay who shared their experience with recently-established framework agreements. CLDP proposed the event as part of its technical assistance to the Dominican Republic to reform the country’s legal framework for procurement, which does not currently allow for framework agreements. These agreements are critical for countries seeking to standardize procurement processes, reduce administrative and transactional costs, and limit opportunities for corruption.
