Dominican Republic: Workshop on Detecting Collusion in Public Procurement

On October 11 – 12, 2022, CLDP collaborated with the U.S. Department of Justice and the Federal Bureau of Investigation to lead a workshop focused on detecting and deterring collusion in public procurement, in Santo Domingo, Dominican Republic. The workshop reached 100 Dominican officials from the Dominican Competition Authority (Procompetencia) and the General Directorate for Public Procurement (DGCP). After Procompetencia introduced the tools and challenges surrounding anti-monopoly investigation in the Dominican Republic, the workshop included a series of sessions on strategies for investigation of anticompetitive practices. The workshop finished with a full day of practical exercises in which the participants worked in groups to analyze scenarios and implement learned strategies. This session was conducted as part of CLDP’s USAID-funded technical assistance effort to improve the Dominican Government’s capacity to detect, investigate, and prosecute anti-competitive conduct in the public procurement system.
